I am an Assistant Professor in the School of Public Affairs and Administration (SPAA) at Rutgers University–Newark. I hold a Ph.D. in Public Administration from the University of Illinois Chicago (UIC) and a Ph.D. in Public Policy from CIDE.
My research examines local governance and urban policy, with a particular focus on how governments and other actors address shared problems across organizational and jurisdictional boundaries. I study intergovernmental collaboration as a way governments organize collective action, with particular attention to how institutional arrangements and networks shape collaboration, service delivery, and policy outcomes. My work also examines broader questions of urban policy and local government management, using quantitative, spatial, and network methods.
